CNESA provides top-level research and feedback for national energy storage policy development.
In 2025, we contributed to Document No.136 interpretation, electricity price mechanism research, and dispatch management regulation drafting.
Our experts support NDRC, NEA, and MIIT in analyzing international tariff impacts and developing fair capacity compensation mechanisms to strengthen the sector’s policy foundation.
Policy Advocacy
CNESA actively engages in policy advocacy at both national and provincial levels, supporting government agencies with professional analysis, research, and recommendations.
Our policy team collaborates with the National Energy Administration, NDRC, and other authorities to develop frameworks, assess industry impacts, and promote market-oriented mechanisms for sustainable energy storage growth.
CNESA works closely with local governments to facilitate the implementation of regional energy storage policies.
Our provincial-level support includes assisting Beijing, Hainan, Inner Mongolia, and Shaanxi in formulating development strategies, conducting project evaluations, and creating favorable environments for storage innovation and investment.
CNESA played a key role in drafting China’s first comprehensive policy document for the energy storage industry — the Guiding Opinions on Promoting Energy Storage Technology and Industry Development (2017).
Working with leading institutions such as CAS and Tsinghua University, we supported the National Energy Administration in research coordination, policy promotion, and demonstration project planning.
