National Energy Administration of China released "Basic Rules of Electricity Spot Market" "Supervision Measures of Electricity Spot Market" draft for comments

On November 25, the General Department of the National Energy Administration of China released "Basic Rules of Electricity Spot Market (Draft for Comments)" and "Supervision Measures of Electricity Spot Market (Draft for Comments)". The draft pointed out that we should explore the establishment of a market-based capacity compensation mechanism based on actual needs, do a good job in linking the auxiliary service markets such as frequency modulation and standby with the spot market, strengthen the integration of the spot market and peak shaving auxiliary service markets, and promote the joint settlement with auxiliary services, accelerate the reasonable channeling of auxiliary service fees to users. Besides, we will steadily and orderly promote new energy to participate in the power market, and make a good connection with the existing new energy security policies. We will encourage emerging market entities such as energy storage, distributed generation, load aggregators, virtual power plants, and new energy microgrids to participate in transactions. We will improve the market for electricity ancillary services, explore new types of ancillary service transactions such as climbing, and promote greater sharing and mutual aid of ancillary service resources on a larger scale.
