NDRC and NEA Issued The Notice on Promoting The Participation of New Energy Storage Technologies in The Electricity Market and Dispatches

On June 7, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) issued the Notice on Promoting the Participation of New Energy Storage Technologies in the Electricity Market and Dispatches, the notice stipulated that the new energy storage technologies can participate in the electricity market independently, encourage renewable energy generation sites and storage to participate in the electricity market jointly. The promotion of independent storage sites to participate in the electricity market and cooperate with peak regulation will be accelerated, when independent storage power sites transmit power to the grid, they do not need to pay the transmission and distribution price, government funds, and surcharges of the corresponding amount of charging electricity. The advantages of storage will be fully utilized to provide auxiliary services, and the cost will be reasonably shared by the relevant generation owners and customers. The dispatch and operation of energy storage will continue to be market-oriented. The peak-to-valley electricity price difference will be moderately widened to create space for the development of storage on the user side. A grid-side storage price framework will be established, and the cost of grid-alternative energy storage facilities will be included in the transmission and distribution electricity price for recovery.
