On January 17, six departments including the Ministry of Industry and Information Technology issued guidance on promoting the development of the energy & electronics industry, which required the development of safe and economical new-type batteries for energy storage. China's First Large-capacity Supercapacitor Hybrid Energy Storage Frequency Regulation Project Successfully Went Online

Recently, the supercapacitor hybrid energy storage assisted thermal power unit AGC frequency regulation demonstration project of Fujian Luoyuan Power Plant undertaken by XJ Electric Co., Ltd has been successfully put into operation, marking the successful application of supercapacitor energy storage assisted frequency regulation technology. This project is also the first large-capacity supercapacitor hybrid energy storage frequency regulation project in China. XJ Electric Co., Ltd. provided 8 sets of 2.5MW frequency regulation & PCS booster integrated systems and 6 sets of high-rate lithium-ion battery energy storage systems for the project. The successful implementation of this project marks the first application of the supercapacitor energy storage technology in the field of power plant frequency regulation, which fills the technical gap in related fields and has great reference value.

Shanxi Provincial Energy Bureau released the "14th Five Year Plan" Implementation Plan for the Development of New Energy Storage

On October 8, Shanxi Provincial Energy Bureau released the "14th Five Year Plan" Implementation Plan for the Development of New Energy Storage, which specified that the planned capacity of new energy storage would reach 6GW by 2025. Technology R&D will be developed together with the industrial system, that the development of various types of energy storage technologies and diversified applications will be promoted, and that institutional mechanisms to promote the development of new energy storage will be established. It mentioned that we should propose to establish a price mechanism that reasonably reflects the value of energy storage, and encourage the exploration of a market model in which the same new energy storage subject can participate in the market in two ways simultaneously: partial capacity independence and partial capacity combination. We will encourage standalone energy storage to sign market contracts for peak and valley periods, and play the role of peak shifting and valley filling and peak power generation. We will continue to improve the electricity ancillary service market, promote new energy storage to participate in the cross-provincial and cross-regional electricity market, to ensure the revenue of energy storage power stations, and promote the development of new energy storage.

100MW Dalian Liquid Flow Battery Energy Storage and Peak shaving Power Station Connected to the Grid for Power Generation

On October 30, the 100MW liquid flow battery peak shaving power station with the largest power and capacity in the world was officially connected to the grid for power generation, which was technically supported by Li Xianfeng's research team from the Energy Storage Technology Research Department (DNL17) of Dalian Institute of Chemical Physics, Chinese Academy of Sciences. The power station is constructed and operated by Dalian Constant Current Energy Storage Power Station Co., Ltd. and the battery system is designed and manufactured by Dalian Rongke Energy Storage Technology Development Co., Ltd. The project is the first national large-scale chemical energy storage demonstration project approved by the National Energy Administration of China, with a total construction scale of 200MW/800MWh. The grid connection is the first phase project of the power station, with a scale of 100MW/400MWh.

Construction starts on the largest 30MW/300MWh user-side lead-carbon battery storage project in Zhejiang Province.

On December 9, the first batch of new energy storage demonstration projects during the "14th Five Year Plan" in Zhejiang Province - Tongxiang City Rongxiang Dyeing and Finishing "Digital Intelligence Sharing" Centralized Energy Storage Project started construction. The project is the largest user-side lead-carbon energy storage in Zhejiang Province, and also the first user-side centralized electrochemical energy storage project in the province. It is reported that the construction scale of the project is 30 MW/300 MWh, covering an area of 3000 square meters, with a planned investment of about 294 million RMB.

China’s largest single station-type electrochemical energy storage power station Ningde Xiapu energy storage power station (Phase I) successfully transmitted power.

On November 16, Fujian GW-level Ningde Xiapu Energy Storage Power Station (Phase I) of State Grid Times successfully transmitted power. The project is mainly invested by State Grid Integrated Energy and CATL, which is the largest single grid-side standalone station-type electrochemical energy storage power station in China so far. The total investment of State Grid Times Fujian GW-level Ningde Xiapu energy storage project is 900 million RMB, with a total capacity of 200MW/400MWh after completion of the project, and the proposed energy storage station adopts the form of indoor arrangement. Among them, the construction scale of Phase I project is 100MW/200MWh.

Inner Mongolia Plans to Build a Net-zero Wind-Solar-Storage-Hydrogen-Ammonia Industrial Park with Capacity of 10GW in Tongliao

On September 9, China Tianying (CNTY) announced that the Tongliao Government, China Investment Association, and CNTY have reached a strategy for the construction of a net-zero wind-solar-storage-hydrogen-ammonia industrial park. The three parties worked together to build the net-zero industrial park into a characteristic and advantageous industry (project) in Tongliao City, and further expand the scale, striving to be included in the " Zero-Carbon China " demonstration project. The content of cooperation includes: during the "14th Five-Year Plan" period, they will jointly build a net-zero industrial park with 10GW of wind, solar, hydrogen storage, and ammonia production in Tongliao, including 6GW of wind generation, 4GW of PV generation, 2GWh of gravity energy storage, 50,000 tons of green hydrogen and 300,000 tons of green ammonia per year, with a total investment of 60 billion yuan.

Construction starts on 10MW/97.312MWh Jilin Electric Power User-side Lead-Carbon Battery Energy Storage Project

On August 27, the construction of the Langshan 10MW/97.312MWh Energy Storage Project of Jilin Electric Power Co., Ltd. started. The project is invested by Jidian Taineng (Zhejiang) Smart Energy Co., Ltd., and constructed by Changxing Taihu Nenggu Technology Co., Ltd. and Zhejiang Changxing Electric Engineering Co., Ltd. It is the first lead-carbon battery energy storage project developed by Jilin Electric Power and Chilwee Group jointly, whose capacity is 10MW/97.312MWh. After the project is completed, it will become the first batch of commercialized electrochemical energy storage stations in Zhejiang Province.

Shandong Introduced China's First Energy Storage Support Policy in Electricity Spot Market

On August 31, the Shandong Provincial Development and Reform Commission, the Shandong Provincial Energy Administration, and the Shandong Supervision Office of the National Energy Administration jointly issued a notice on "Several Measures to Promote the Development of New Energy Storage Demonstration Projects in Shandong". The notice pointed out that new energy storage demonstration projects should rely on the spot market to promote market-oriented development. Regarding the charging and discharging price, when charging, storage is a market user that directly purchases electricity from the electricity spot market; when discharging, storage is a power generation enterprise that directly sells electricity in the spot market, and its charging electricity does not pay for the transmission and distribution fees, government funds and surcharges. Regarding capacity compensation, the compensation fee is temporarily implemented at twice the monthly available capacity compensation standard for independent energy storage in the electricity market rules. Regarding capacity leasing, the capacity of demonstration projects can be leased across the province, and the storage capacity leased by enterprises is regarded as the capacity demonstrated by the enterprise. In addition, it is proposed that demonstration projects can take advantage of technology to participate in ancillary services.
